“یہ قابل اعتماد طور پر معلوم ہوا ہے کہ انکوائری اور تفتیش سے متعلق خفیہ دستاویزات کی کاپیاں غیر مجاز افراد کو ظاہر کی گئی ہیں۔ ایف آئی آر میں لکھا گیا ہے کہ سب انسپکٹر ابھیشیک تیواری ناگپور سے تعلق رکھنے والے وکیل آنند دلیپ دگا کے ساتھ رابطے میں آیا اور اس کے بعد سے اس کے ساتھ باقاعدہ رابطے میں ہے۔
اس نے مزید کہا کہ 28 جون 2021 کو ابھیشیک تیواری نے اس معاملے کی تحقیقات کے لیے پونے کا دورہ کیا۔
“یہ معلوم ہوا ہے کہ ایڈوکیٹ آنند دگا نے ابھیشیک تیواری سے ملاقات کی اور ایک آئی فون 12 پرو کو انکوائری اور تفتیش سے متعلق تفصیلات منتقل کرنے کے بدلے غیر قانونی بطور عطیہ ان کے حوالے کیا اور اس طرح عوامی ڈیوٹی کی غیر مناسب کارکردگی کا باعث بنی۔ معلوم ہوا کہ اس نے باقاعدہ وقفوں سے دگا سے غیر قانونی تسکین حاصل کی ہے۔
سی بی آئی نے یہ بھی دعویٰ کیا ہے کہ ابھیشیک تیواری نے خفیہ دستاویزات سے متعلق کئی دیگر کیسز ڈاگا کو واٹس ایپ کے ذریعے شیئر کیے۔
65 صفحات کی لیک ہونے والی دستاویزات ، جو مختلف نیوز تنظیموں کو بھیجی گئی تھیں ، نے تجویز دی کہ سی بی آئی کے تفتیشی افسر نے رائے دی ہے کہ انل دیشمکھ کے خلاف کوئی قابل شناخت جرم نہیں کیا جا سکتا اور ابتدائی انکوائری بند کرنے کی سفارش کی گئی ہے۔
تاہم سی بی آئی نے انیل دیشمکھ اور دیگر کے خلاف بدعنوانی کے الزامات کے تحت ایف آئی آر درج کی۔
سی بی آئی نے بمبئی ہائی کورٹ کے حکم پر ابتدائی انکوائری کی۔ ممبئی پولیس کے سابق کمشنر پرم بیر سنگھ کے الزام کے بعد عدالت میں کئی درخواستیں دائر کی گئی تھیں کہ انیل دیشمکھ نے برطرف پولیس افسر سچن وازے کو ممبئی کی سلاخوں سے اور دیگر ذرائع سے 100 کروڑ روپے ماہانہ وصول کرنے کو کہا تھا۔
سی بی آئی نے کہا ، “ابتدائی انکوائری (پی ای) کی تکمیل پر ، مجاز اتھارٹی نے پی ای کے دوران جمع ہونے والے شواہد اور قانونی رائے کی بنیاد پر باقاعدہ کیس کے اندراج کی ہدایت دی۔”
اندرونی دستاویزات کے پبلک ڈومین میں آنے کے بعد ، کانگریس اور نیشنلسٹ کانگریس پارٹی نے انکوائری کا مطالبہ کرتے ہوئے پوچھا کہ جب سی بی آئی افسر کو بدعنوانی کا کوئی ثبوت نہیں ملا تو انیل دیشمکھ کے خلاف کیس کیوں درج کیا گیا۔
