جب کہ بیجنگ پر نظر رکھنے والوں کے ایک حصے کا خیال ہے کہ یہ وبائی امراض کے دوران چینی معیشت کو پہنچنے والے نقصان کا اشارہ ہے اور اس کی صفر کوویڈ پالیسی کے نتیجے میں ، بی آر آئی قرض کے جال سے محتاط وصول کنندہ ممالک کے ساتھ دوبارہ جائزہ لے رہا ہے۔ اور اس کی اقتصادی فزیبلٹی۔
بنگلہ دیش کے وزیر خزانہ اے ایچ ایم مصطفیٰ کمال نے عوامی طور پر سری لنکا میں معاشی بحران کو بڑھانے کے لیے اقتصادی طور پر ناقابل عمل چینی BRI منصوبوں کو ذمہ دار ٹھہرایا ہے۔ انہوں نے خبردار کیا ہے کہ ترقی پذیر ممالک کو بی آر آئی کے ذریعے مزید قرض لینے کے بارے میں دو بار سوچنا چاہیے کیونکہ عالمی افراط زر اور سست شرح نمو مقروض ابھرتی ہوئی منڈیوں پر دباؤ ڈالتی ہے۔
“ہر کوئی چین پر الزام لگا رہا ہے۔ چین اختلاف نہیں کر سکتا۔ یہ ان کی ذمہ داری ہے،‘‘ کمال نے فنانشل ٹائمز کو انٹرویو دیتے ہوئے کہا۔ بنگلہ دیش اپنے بیرونی قرضوں کا تقریباً چھ فیصد چین کا مقروض ہے اور اس نے معاشی بحران سے نمٹنے کے لیے گزشتہ ماہ آئی ایم ایف سے 4.5 بلین امریکی ڈالر کا قرض مانگا۔
حقیقت یہ ہے کہ بنگلہ دیش نے چین پر واضح کر دیا ہے کہ وہ مزید قرضے لینے کے لیے تیار نہیں ہے بلکہ صرف بیجنگ کی طرف سے گرانٹ دینے کو تیار ہے۔ نیپال کی طرف سے بھی یہی طریقہ اختیار کیا گیا ہے جب چینی قرضوں کے جال نے سری لنکا کی معاشی تباہی کو جنم دیا ہے، جو کہ بیجنگ کو اپنے 51 بلین امریکی ڈالر کے بیرونی قرضوں میں سے 10 کا مقروض ہے، ایک بہترین مثال بن گیا ہے۔ سری لنکا میں ہمبنٹوٹا بندرگاہ کا سفید ہاتھی اب 2017 کے بعد 99 سال کے چینی لیز کے تحت ہے جو ایک بلین ڈالر سے زیادہ کے راجا پاکسا بین الاقوامی ہوائی اڈے کے ساتھ ایکویٹی سویپ کے لیے قرض کے تحت ہے۔
ایک اور ملک جو چینی قرضوں کی زد میں ہے وہ پاکستان ہے جس میں بیجنگ کی جانب سے بی آر آئی کے تحت 53 بلین امریکی ڈالر ایسے منصوبوں پر خرچ کیے جا رہے ہیں جو کہ کہیں بھی تکمیل کے قریب نہیں ہیں۔ “دودھ اور شہد” کے اتحادیوں کے درمیان ایک اہم اسٹریٹجک اقدام کے طور پر پیش کیا جاتا ہے، مکران کے ساحل پر گوادر پورٹ ابھی تک مکمل نہیں ہوا ہے کہ بلوچ باغی آئے دن بے چین ہو رہے ہیں اور پاکستانی فوج اور یہاں تک کہ چینی کارکنوں کو نشانہ بنا رہے ہیں۔
گوادر بندرگاہ جسے دبئی کے متبادل اور پاکستان کے معاشی مستقبل کے طور پر پیش کیا گیا تھا، تیزی سے اسلام آباد کی گردن میں چکی کا پتھر بن رہی ہے۔ ملک اس وقت IMF سے کم ہوتے زرمبادلہ کے ذخائر، دوہرے ہندسے کی خوراک اور ایندھن کی افراط زر کے ساتھ ملٹی بلین ڈالر کے بیل آؤٹ کی تلاش کر رہا ہے جو کہ کوویڈ وبائی امراض اور یوکرین کی جنگ کا دوہرا نقصان ہے۔

پاکستان کے بعد چین نے انڈونیشیا میں 44 ارب امریکی ڈالر، سنگاپور میں 41 ارب ڈالر، روس میں 39 ارب ڈالر، سعودی عرب میں 33 ارب ڈالر اور ملائیشیا میں 30 ارب ڈالر کی سرمایہ کاری کی ہے۔ بیجنگ نے کمبوڈیا میں بڑے پیمانے پر سرمایہ کاری کی ہے جس کی وجہ سے آسیان ممالک چین کی طرف سے بحیرہ جنوبی چین میں یکطرفہ تبدیلیوں اور تائیوان کے خلاف جنگ کے لیے خاموش تماشائی بنے ہوئے ہیں۔
