پیر کو وزارت خزانہ نے کہا کہ اس نے کوویڈ 19 وبائی امراض کی وجہ سے ہونے والے جی ایس ٹی معاوضے کی کمی کو پورا کرنے کے لئے ریاستوں کو 6000 کروڑ روپے کی آٹھویں ہفتہ وار قسط جاری کردی ہے۔ اس میں سے 23 ریاستوں کو 5،516.60 کروڑ روپئے کی رقم جاری کی گئی ہے اور جی ایس ٹی کونسل کے ممبر رہنے والے 3 مرکزی علاقوں (دہلی ، جموں و کشمیر ، اور پڈوچیری) کو 483.40 کروڑ روپئے کی رقم جاری کردی گئی ہے۔ ان تمام ریاستوں اور UTs کو اب تک کل 48،000 کروڑ روپئے کی رقم جاری کردی گئی ہے۔
وزارت نے بتایا کہ باقی 5 ریاستوں ، اروناچل پردیش ، منی پور ، میزورم ، ناگالینڈ اور سکم میں جی ایس ٹی کے نفاذ کے سبب محصول میں کوئی فرق نہیں ہے۔
جی ایس ٹی کے نفاذ کی وجہ سے پیدا ہونے والی آمدنی میں 1.10 لاکھ کروڑ روپے کے تخمینے کی کمی کو پورا کرنے کے لئے مرکزی حکومت نے اکتوبر میں ایک خاص قرض لینے والی ونڈو قائم کی تھی۔ ریاستوں اور UTs کی جانب سے مرکز کے ذریعہ اس کھڑکی کے ذریعے اب تک 7 قرضوں میں قرض لیا گیا ہے۔
اب تک لی گئی رقم ریاستوں کو 23 اکتوبر ، 2 نومبر ، 9 نومبر ، 23 نومبر ، یکم دسمبر ، 7 دسمبر ، 14 دسمبر اور 21 دسمبر کو ریاستوں کو جاری کی گئی تھی۔
اس ہفتے جاری کردہ فنڈ کی آٹھویں قسط میں 4.1902 فیصد شرح سود پر قرض لیا گیا ہے۔ مرکزی حکومت نے اب تک خصوصی قرضہ ونڈو کے ذریعہ اوسطا interest 4.698 فیصد شرح سود پر 48،000 کروڑ روپئے کا قرض لیا ہے۔
جی ایس ٹی کے نفاذ کی وجہ سے محصولات میں ہونے والی کمی کو پورا کرنے کے لئے خصوصی قرض لینے والے ونڈو کے ذریعے فنڈز فراہم کرنے کے علاوہ ، مرکز نے آپشن- I کا انتخاب کرنے والی ریاستوں کو مجموعی ریاستوں کے گھریلو مصنوعات (جی ایس ڈی پی) کے 0.50 فیصد کے برابر اضافی قرضے کی اجازت بھی دے دی ہے۔ اضافی مالی وسائل کو متحرک کرنے میں ان کی مدد کرنے کے لئے جی ایس ٹی معاوضے کی کمی کو پورا کرنا۔ تمام ریاستوں کو آپشن اول میں اپنی ترجیح دی گئی ہے۔ اس ضوابط کے تحت 28 ریاستوں کو 1،06،830 کروڑ (جی ایس ڈی پی کا 0.50 فیصد) کی پوری اضافی رقم ادھار لینے کی اجازت دے دی گئی ہے۔
